Having an employer willing to offer you a job is not enough for you to apply for a Work Permit. Your employer needs to get special permission from the government to hire a foreign worker in Canada. To do this, the employer needs to demonstrate that no one in the Canadian labour market is available for this position. This process is called a Labour Market Impact Assessment (LMIA). This is a time consuming and expensive process. Your employer needs to advertise for the position in specific websites for at least 30 days and follow certain procedures such as inviting eligible candidates to apply for the position. They must also submit their business documents and financials to the government and pay $1000. The employer also needs to fill an application form of at least 12 pages and attend a phone interview with a service Canada officer. The LMIA process overall takes 2-5 months. If approved, they will be issued a document which can be used by the worker to apply for their Work Permit.

Looking at this process, you can see that it is very demanding for the employer, who needs to be very involved in the application process and dedicate significant time and money for an employee who they do not even have experience working with yet. Even after going through the LMIA process, the employer will still have to wait for your work permit to be processed which could take 4-8 months depending on the country from which you are applying and they will have to hope that your application is strong enough to be approved before you can report to work.

For the reasons stated above, it is very difficult to find a legitimate employer or recruiter in Canada who is willing to give a genuine job offer to a foreign national.
