Immigration, Refugees and Citizenship Canada (IRCC) Minister Sean Fraser made a much-anticipated announcement that Canada will be introducing a new immigration pathway for skilled refugees and displaced persons. This is part of the federal Economic Mobility Pathways Pilot (EMPP), which aims to connect employers in Canada with individuals who possess skills and experience that would benefit Canadian businesses.
The EMPP was created as an initiative to help resolve labor shortages across various industries in Canada by providing them with access to talented workers from around the world who have been affected by displacement or conflict. The EMPP is expected to provide employers with a more direct link to finding the right talent they need while simultaneously helping those in need of settlement opportunities; it’s truly a win-win for everyone involved.
The new pathway will allow refugees and displaced persons to use their skills and expertise to contribute to Canada’s economy by connecting them with employers who need the specific skill sets that they possess. The EMPP strives, through the pilot program, to give aspiring immigrants the chance to become permanent residents of Canada in order to improve their long-term economic outcomes.
IRCC Minister Sean Fraser expressed his enthusiasm towards this initiative by saying: “We are proud of our country’s commitment to help resettle those facing displacement due to conflict or persecution, including refugees and other vulnerable populations. This new immigration pathway under the EMPP will provide additional opportunities for resettlement while also meeting labour market needs.”
The Canadian government is taking steps to ensure the country has a strong and vibrant workforce. This summer, the new Employer-Assisted Refugee Pilot Program (EMPP) will benefit a variety of sectors including nursing, personal support work, engineering, web design, hospitality services and truck delivery services.
Refugees who are selected for the EMPP will have access to three years of paid employment as well as intensive language training and other support. The program is designed to help participants settle into their jobs quickly while also giving them essential skills that they need to succeed in their new role.
This initiative reflects Canada’s commitment to welcoming refugees and displaced persons, while also helping employers fill their labor shortage gaps. In the first three years of the program, 2,000 qualified refugees and displaced persons will be welcomed as part of this initiative.
The EMPP is particularly timely as Canada continues to grapple with a variety of skilled labor shortages. This new pathway provides employers with an opportunity to recruit highly-skilled workers from abroad who can help fill in-demand roles across multiple sectors. The hope is that these new immigrants will integrate quickly into Canadian society and become valuable contributors to our economy and workforce.

Immigration, Refugees and Citizenship Canada (IRCC) is looking to welcome more than ever before! This year, they are aiming to welcome 465,000 new permanent residents, and in the following two years they will continue to increase that number up to 500,000 immigrants.
These ambitious immigration targets come as no surprise given last year’s extraordinary success. Canada welcomed an impressive 437,000 immigrants in 2020 – a record high for our nation – which resulted in the population growing by over one million people for the first time ever!
The plan under Immigration Levels Plan 2023-2025 is designed with long term sustainability in mind. It takes into consideration both short-term and long-term pressures on Canadian labor markets, while also taking into account key human needs that new permanent residents can assist with. These include the need for healthcare workers, caregivers, and other essential professionals to meet the country’s labor market needs.
The plan also recognizes the importance of family reunification for immigrants arriving in Canada. IRCC will continue to prioritize family class applications by allowing priority processing for families applying together. Additionally, spouses and common-law partners of Canadian citizens or permanent residents will now be allowed to remain in Canada during their application process.
Canada is leading the way when it comes to welcoming immigrants and refugees from around the world. We have a lot to look forward to this year! With record immigration targets and a commitment from IRCC to prioritize family reunification, Canada is well-positioned for an even brighter future in 2021.
Let us show our support for the hardworking immigrants who are building a better life for themselves and their families here in Canada.
