Prince Edward Island Provincial Nominee Program (PNP)

The Province of Prince Edward Island welcomes newcomers wishing to embrace the opportunities presented by living in Canada’s smallest province. As the birthplace of Canada, Prince Edward Island has a long and proud history of welcoming newcomers who have gone on to become some of our greatest leaders, entrepreneurs, trades people and artisans.

The program nominates individuals it deems likely to make a positive contribution to the province. Applicants are assessed on criteria set by the Office of Immigration,  Settlement and Population within the Labour Impact and Business Impact Categories. The PEI PNP establishes nomination targets for each category under the program based on the province’s priorities.

If nominated by the Office of Immigration, Settlement and Population, you must then apply for Canadian permanent resident status to CIC via the visa office/embassy. You will be required to pay immigration fees and meet the federal immigration statutory requirements. CIC has the final authority to issue a permanent resident visa.

Successful applicants will receive a Prince Edward Island Provincial Nomination Certificate, which will speed-up the Canada Immigration (Permanent Resident) Visa application process.

Under the Prince Edward Island Provincial Nominee Program (PNP), you may qualify under one of four categories:

  • Skilled Worker
  • Critical Worker
  • International Graduate
  • Family Connections
  • 100% Ownership
  • Partial Ownership
  • Work Permit

Prince Edward Island PNP Skilled Worker

To qualify in the Skilled Worker category, an applicant must have:

  • Score at least 50 points on the PEI PNP Self-Assessment form;
  • A Prince Edward Island job offer for a skilled position;
  • Education and training consistent with the position offered;
  • A command of the English and French language if required for the position; and
  • The intention to settle in Prince Edward Island.

Prince Edward Island PNP Critical Worker

To qualify in the Critical Worker category, an applicant must have:
  • A Prince Edward Island job offer in skill level C or D in one of the following occupations:A minimum of 6 months work experience for a Prince Edward Island employer;
    • Truck driver
    • Customer service representative
    • Labourer
    • Food & beverage server
    • Housekeeping attendant
  • Score at least 50 points on the PEI PNP Self-Assessment form;
  • The intention to settle in Prince Edward Island;
  • Meet at least some of the following criteria:
    • Be less than 55 years of age;
    • Have a minimum 12 years of education, including a high school diploma;
    • Completed at least two years of full-time work experience within the past five years
    • Be capable of being interviewed in English or French; and
    • A command of the English and French language if required for the position

Prince Edward Island PNP Family Connections (currently closed)

Canadian citizens or Permanent Residents living in PEI can request that the PEI government nominate their close family members for Canadian Permanent Residency. To make such a recommendation, PEI residents must meet the criteria of a “Champion”.  To qualify as a Champion, an individual must:

  • Have lived in PEI for more than two years as a Canadian Permanent Resident or citizen;
  • Have a regular source of income sufficient for their needs and the needs of their dependents; and
  • Have an unblemished personal history.

To be recommended by a Champion, applicants must:

  • Have the intention to live in PEI;
  • Prove that they are an eligible family member of the Champion’s (parent or grandparent, child or grandchild, sibling, cousin, niece or nephew, aunt or uncle);
  • Have an offer of employment or, in the view of the Province, a capacity to work in PEI; and
  • Be in good health with no criminal record.

Prince Edward Island PNP International Graduate (currently closed)

To qualify in the International Graduate category, an applicant must have:

  • Graduated within the past two years from full-time study at an accredited Canadian University or College.
  • Score at least 50 points on the PEI PNP Self-Assessment form;
  • A Prince Edward Island job offer in skill type 0 or skill level A or B;
  • A minimum of 6 months work experience for a Prince Edward Island employer
  • A command of the English and French language if required for the position; and
  • The intention to settle in Prince Edward Island

Prince Edward Island PNP 100% Ownership

To qualify in this category, an applicant must:

  • Meet the age, education, work experience, adaptability and language skills required to establish and operate a business in the province
  • At the time of application, provide a business proposal and a business plan which details the start up or purchase of a business in Prince Edward Island
  • Have a settlement proposal sketching out their intention to move and settle in the province.
  • Demonstrate a minimum personal net worth of $600,000 CAD, legally obtained
  • Make a minimum investment of $150,000 in order to start or purchase an eligible business in the province
  • Have unencumbered personal funds of at least $150,000 for the required escrow deposit
  • Control 100% of the business, and provide active an on-going management of the business from within the province

Prince Edward Island PNP Partial Ownership

To qualify in this category, an applicant must:

  • Meet the age, education, work experience, adaptability and language skills required to establish and operate a business in the province
  • At the time of application, provide a business proposal and a business plan which details the start up or purchase of a business in Prince Edward Island
  • Have a settlement proposal sketching out their intention to move and settle in the province.
  • Demonstrate a minimum personal net worth of $600,000 CAD, legally obtained
  • Make a minimum investment of $150,000 in order to start or purchase an eligible business in the province
  • Have unencumbered personal funds of at least $150,000 for the required escrow deposit
    Control at least 33 1/3% of the equity in the business or make an investment of at least $1,000,000 CAD in the business

Prince Edward Island PNP Work Permit

This stream allows potential applicants the opportunity to transition into the Prince Edward Island business community. The applicant comes to the province on a work permit before making the investment, allowing them to settle and integrate into the business environment.

To qualify in this category, an applicant must:

  • Meet the age, education, work experience, adaptability and language skills required to establish and operate a business in the province
  • At the time of application, provide a business proposal and a business plan which details the start up or purchase of a business in Prince Edward Island
  • Have a settlement proposal sketching out their intention to move and settle in the province.
  • Demonstrate a minimum personal net worth of $400,000 CAD, legally obtained
  • Make a minimum investment of $150,000 in order to start or purchase an eligible business in the province
  • Have unencumbered personal funds of at least $100,000 for the required escrow deposit
  • Control at least 33 1/3% of the equity in the business or make an investment of at least $1,000,000 CAD in the business
  • Be willing and eligible to apply to CIC for a work permit for the business in Prince Edward Island where the applicant intends to work and invest in.
